Coffee Shop Success! - Maybe.

I have been told by a friend that a coffee shop that is nation-wide in Canada, is now fitting covered storage into their stores, so that flies cannot settle upon the donuts.
The Background
If you read this blog regularly, you might remember a post entry a while ago:
http://bloggerjohn2.bravejournal.com/entry/26157 where this situation was being ignored by those responsible for food safety, in fact, more than that, the individual reporting the matter had come under attack from the civil servants or whomever it was behind the response decision.
The Reasons for This Late Action?
So, we now have the question as to why, if the reporting individual was correct enough for the food to be ultimately covered, why did those responsible for the protection of the public, and specifically food safety, chose to try to suppress and hide the whole matter instead of just acting in the public interest and enforcing the current and existing laws in this matter?
Another question I have is whether the ultimate covering of the food and thus compliance with the regulations, regulations which, incidentally have been in existence for years, was driven by the coffee shop themselves realising that they could become the subject of public humiliation, affecting sales, or whether it was pressure from the politicians, who, after refusing or failing to respond to the reporting individual decided in a similar manner that they could become the subject of ridicule and so should do some preventative damage control.
Am I Now Fully Satisfied - Yes and No.
My own thoughts are first of all, it doesn't matter now as far as this particular matter goes, why the coffee shop company is now deciding to get into a position of compliance with the regulations requiring food to be "protected from insects and vermin"  I believe the wording was, as long as the darn donuts are now covered. I have a strong overall suspicion that the only reason for the recent moves to comply are driven by singular threat. This means that any future matters will presumably meet the same levels of obstruction.
The System Remains Fear Driven
My second thinking on this matter though is that if we step back, and look at the effort involved just to force a food purveying company to comply with a provincial law that they were clearly in violation of, probably from the moment that they started to be in business, and further, in getting a political system at every level from the food safety officials up the federal politicians (You know those, the guys who choose not to respond, presumably in order to keep their own name clear of association with something that could become [already did,, in my opinion] a scandal) , as I say, in getting those politicians to do their jobs, that we, the taxpayers, are getting unreasonably financially robbed to provide, the whole thing then becomes bizarre.

Final Thought
I don't believe that this culture of 'failure to represent' those whose interests the politicians are actually mandated to represent has changed, I just think that in this case, enough waves were created to instill fear of public scandal into those responsible, so, overall, thanks,...... but I remain unimpressed that the system failed when it is costing me so much, as a taxpayer, to maintain, and I remain with no confidence that in a similar case in the future, the system will act in and honest and proper manner.
